Tenants pay the property managers/letting agents who take a percentage of the fee (usually 10% plus VAT!), and then deduct that from the amount they pay the landlord. When there are maintenance issues, the letting agent finds a tradesperson and then takes the cost out of the rent they pay the landlord (with a significant, usually hidden markup applied).

You pay us 10% of the agreed rent to manage the property (with no VAT!).
